I get the point of the WCAG 2.1 rule but it depends on the use case.
Sumbmitting the entire form (with the selected filters), is more suitable when the user uses several filters.
The most usual case though is the use of 1-2 filters. In that case using a submit button, adds one more step to the user experience, which in most cases will be perceived as redundant.
This is how you will encounter it in several major sites (e.g. amazon, ebay, google store).
Also i am not sure if the filters are considered links (actually they are) or other types of interface components. Links seems to be excluded from that rule.
In any case, using a submit button is a candidate feature in our list, but cannot give you an answer if and when wil l be implemeted atm.
