I'm trying to adjust the layout/content of the DropDown list if possible?
The page/filter in question is at https://caj4dev.magnetichosting.com.au/news/newsroom
I'm trying to remove one level of the drop down, so All Items shows my Categories rather than the second level (Select All Items) that shows my categories.
Not sure if that's possible?
I've attached a quick screenshot and here's what I'm trying to replicate

First of all i think that your filter's title is very abstract.
IMHO would better to use a title which is relevant to your filters's options (e.g. Type of content).
Now the 1st option of the drop-down has the format "Select FILTER NAME".
One of it's main purposes is to provide a way to reset the selections in the drop-down.
One other purpose is related with the user experience.
It is the default selection when nothing is selected. Hence if you remove that, you will have a default selection which is not really selected and the shown results will be irrelevant to that.
If you still want to remove it, you have to do it through a template override of the module's layout: modules/mod_jfilters_filters/tmpl/_list.php
But as mentioned, i think that using a proper title will solve your issue.
